From water scarcity to water security in Libya

Sinking cities, gigantic deserts, incalculable financial risks: Scientists paint a gloomy picture of the future when it comes to climate change. It is regarded as one of the biggest challenges facing society. Apart from the commonly known ice age, increasing global warming means the Earth is also threatened by a hot age — in the space of just a few generations. Yet the phenomenon is not only the consequence of human mis conduct, but also a natural process. Climate change describes a cooling and warming on Earth over various periods of time, irrespective of whether that is caused by natural influences or us human beings. There are natural factors and processes that have impacted the climate in different ways since long before the dawn of mankind. Some of these influences reinforce each other, while others neutralize each other. One of the main factors in natural climate change is the sun. The shift in the continental plates, combined with associated processes such as the formation of fold mountains, results in a change in the concentration of greenhouse gases.

Water scarcity is a rapidly growing concern around the globe, but little is often by socio-economic factors rather than limited water availability.

It is a great pleasure for me to speak here today at this conference, kindly hosted by De Nederlandsche Bank. The importance of collateral in the economy may have been neglected in earlier academic work, but has been well recognised lately. In his seminal work [ 3 ] on the topic John Geanakoplos says that:. Over time, as more people have been included in the process, punishment and reputation have been replaced by collateral. This enabled a proliferation of promises, but has led to a scarcity of collateral.

Today, in my opening remarks I would like to consider one issue regarding collateral that was mentioned in that quote, namely the scarcity of eligible collateral. Collateral is sound if it guarantees a quasi-certain stream of revenues. During the crisis there has been a widespread flight to quality, out of certain asset classes, which used to be considered sound. Collateral scarcity is a somewhat more topical issue in the euro area than elsewhere.

It can affect the functioning and stability of the financial system in several ways, possibly resulting in: i persistent changes in the relative cost of different forms of bank funding, a phenomenon that we have observed for some time; ii changes in bank balance sheets with implications on lending behaviour; and iii a greater sensitivity of financing conditions to changes in the value of collateral assets.

Scarcity is a fact and not a problem per se. Allocating scarce resources through prices is the way our economies work.

This global challenge has and will continue to create a multitude of critical issues that the international community must confront, including:. All of these challenges are serious, but the scope and scale of human migration due to climate change will test the limits of national and global governance as well as international cooperation. In , the World Bank estimated that three regions Latin America, sub-Saharan Africa, and Southeast Asia will generate million more climate migrants by While it is difficult to estimate, approximately one-third of these While the remaining two-thirds of displacements are the results of other humanitarian crises, it is becoming obvious that climate change is contributing to so-called slow onset events such as desertification, sea-level rise, ocean acidification, air pollution, rain pattern shifts and loss of biodiversity.

Moreover, neither a multilateral strategy nor a legal framework exist to account for climate change as a driver of migration.

The factor that has endured major changes in the face of online dating is availability selectivity, romantic confidence, and media depictions of partner scarcity.

During the current pandemic, panicked overbuying of products such as toilet paper, cleaning products and similar items often has led to limited options for consumers and empty store shelves. What’s often left are generic or lower-priced branded products. According to new research from the Indiana University Kelley School of Business, it may not be because consumers during this crisis are viewing higher-priced products as having better quality. A paper published in the Journal of Consumer Research finds that scarcity actually decreases consumers’ tendency to use price to judge a product’s quality.

This is the first paper to directly show the impact of scarcity on price-quality judgments. The findings are applicable amid times of economic crisis, natural disasters and social disturbances. While consumers frequently judge the quality of a product based on its price, during times of scarcity consumers change their thinking and are less likely to categorize objects and are less likely to use the price of a product to infer its quality, Lalwani and his co-authors found.

The business implications for managers at high-end stores or those who want to increase sales of high-priced items are numerous. Lalwani suggested that one way such managers can activate the belief that higher prices indicate higher quality is by varying context or environmental factors.

Scarcity In Relationship

Libya is a country that suffers from water scarcity. The situation has become more problematic due to continued population growth, low rainfall and higher water demand for agriculture and industrial use. Despite these efforts, the problem of water deficits continues, due to ever increasing water demands. In addition, maintaining the water quality standard is still an issue in the country. The current policy of becoming self-sufficient in food, resulted in over-exploitation of fossil groundwater resources for irrigation and yet more depletion of water resources, since most of the country’s groundwater resources are non-renewable.

This led to the implementation of appropriate actions towards i reconsideration of agricultural water extractions, ii treating water that was previously thought to be unusable, such as desalination of seawater, brackish waters, and wastewater, and iii better water management practices.
